To take part in most of the Marie Curie Actions, a researcher must be prepared to move country. Mobility is defined using the following prerequisites:
Firstly, the researcher should not be a national of the state in which he/she plans to move and carry out research;
Secondly, the researcher has not lived, worked or studied in that country for more than 12 months out of the three years immediately prior to either the time of application, or the start of his/her work (depending on the action).
Individual researchers interested in taking part in a Marie Curie Action have two options:
- To apply directly to an institution that has been selected by the European Commission for a Host-Driven Action.
- To prepare a project together with a host institution of his/her choice and submit it to the Commission.

''OPEN'' CALLS FOR PROPOSALS (2009)
The calls are published during the year by the European Commission. Separate calls are published for each activity of the Specific Programme "People" and the publication dates are specified in the Work Programme.

The "Guides for Applicants" outline exactly how to complete your proposal submission and include the application form itself (though note it has to be submitted through the Electronic Proposal Submission System (EPSS).

INFORMATION IN GREEK - ''PEOPLE'' PROGRAMME
You can get information on the ''People'' specific programme in GREEK.
All applications must be made online, using the Electronic Proposal Submission System (EPSS). The EPSS software tool is expected to be available about 4 weeks before each call and from 19/3/2007 is already operational for some calls. Proposals for indirect RTD actions that are submitted on-line and which are incomplete, illegible or contain viruses will be excluded.
A link to EPSS will be provided for each call once the system is up and running.

While FP7 participants can in principle be based anywhere, there are different categories of country which may have varying eligibility for different specific and work programmes:
MEMBER STATES - The EU-27
The EU 27 Member States are:
Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, and the United Kingdom.
ASSOCIATED COUNTRIES - with science and technology cooperation agreements that involved contributing to the framework programme budget
The Associated States are:
a) Iceland, Liechtenstein, and Norway (subject to amendment procedure of EEA agreement)
b) Switzerland, Israel (subject to satisfactory conclusion of bilateral S/T agreements with the EC)
c) Turkey, Croatia, Serbia and FYROM (subject to satisfactory completion of the decision-making procedure associating these countries via a Memorandum of Understanding) Other countries may become associated during the course of FP7. THIRD COUNTRIES - the participation of organisations or individuals established in countries that are not Member States, candidates or associated should also be justified in terms of the enhanced contribution to the objectives of FP7. There is a list of countries, named "International Cooperation Partner Countries (ICPC) that can be found as annex 1 in the Work Programme". Legal entities established in an International Cooperation Partner country (ICPC) and International European interest Organisations may participate in the actions ITN, IAPP and IIF (return phase) on an equal basis with those from Member States and Associated countries and may receive financial contribution funding following the conditions provided by the Rules for Participation*.
